International students –Tuition Fees and Exemptions

International Students - contribution in the Bachelor's and Master's degree programmes for the 2019/20A.Y  
 

  • International students, with EU citizenship, are subject to the same contributions as students with Italian citizenship. They may ask for the reduction of the contribution on the basis of the economic situation of their family 
    - with income and assets in countries other than Italy: they can hand in the equivalent ISEE (Equivalent Financial Situation Indicator) to be requested at an authorised 
    CAF/CAAF (Fiscal Assistance Centre) for the 2019/20  A.Y.  
    - with income and assets in Italy: they can hand in the ISEE for services subsidised for the right to university education

     
  • International students with non-EU citizenship with a residence permit for family or work purposes are subject to the same contributions as students with Italian citizenship. They may ask for the reduction of the contribution on the basis of the economic situation of their family by obtaining the equivalent ISEE (Equivalent Financial Situation Indicator) to be requested at an authorised CAF/CAAF (Fiscal Assistance Centre) for the 2019/20  A.Y.  
     

International students with non-EU citizenship with an entry visa/residence permit for study purposes are placed in one of the contribution bands shown in the table below according to the country of origin and the study programme to which they are registered.   
Students from lower-middle income countries may ask for the reduction of the contribution (in respect to the maximum amounts indicated above) on the basis of the economic situation of their family: they can hand in the equivalent ISEE (Equivalent Financial Situation Indicator) to be requested at an authorised CAF/CAAF (Fiscal Assistance Centre) for the 2019/20  A.Y.  

List of developing countries and of lower-middle income countries a.a. 2019-20

COUNTRY OF ORIGIN MAXIMUM CONTRIBUTION  BANDS

Foreign non-EU students with a study permit coming from particularly deprived and Developing nations (as defined by the Italian Ministerial Decree of 11 June 2019)

 

€ 156 (regional tax for the right to education and stamp duty)

 

These students pay the first instalment of fees (regional tax for the right to education + stamp duty). They are exempted from the university contribution (second and third instalment) and are not required to submit any ISEE declaration to the authorised CAF/CAAF (Fiscal Assistance Centre)

 

Foreign non-EU students with a study permit coming from countries with a lower-middle income (as defined by the World Bank)

 

€ 1,000 (including regional tax for the right to education and the stamp duty) for all study programmes

 

They pay  € 1,000 as a maximum amount, of which €156 (first instalment) + the university contribution (second and third instalment). In order to qualify for a reduction in the university contribution of  € 844.00 (maximum amount) students must request an equivalent ISEE (Equivalent Financial Situation Indicator) at an authorised CAF/CAAF (Fiscal Assistance 

 

Foreign students from other countries

 

Maximum contribution equivalent to that required of Italian citizens

 

In order to qualify for a reduction of the maximum amount required for each study programme students must request an equivalent ISEE (Equivalent Financial Situation Indicator) at an authorised CAF/CAAF (Fiscal Assistance Centre) 

 

 

  • ​Students who are stateless, political refugees or those under international protection are treated in the same way as Italian citizens, and for the purposes of the assessment of their economic situation, are exempted from presenting declarations issued by Embassies or Consulates, since only income and any assets held in Italy to be self-certified under the same rules as for Italian students are taken into account. The status of stateless persons or political refugees must be proved by the persons concerned by means of the official documentation in their possession issued respectively by the Civil Court for students who are stateless and by the special committee set up at the Ministry of Interior for political refugees.  
    Students who have been granted asylum and/or political refuge, international,  subsidiary and/or humanitarian protection benefit from a reduction of 30% on the annual comprehensive contribution. (Article. 13 of Student Contribution Regulations)
     
  • International students with non-EU citizenship are subject to the same contribution as Italian and EU students if:
    a) their nuclear family has been domiciled in Italy for tax purposes for at least 2 years (Article. 58 of Italian Presidential Decree 600/73) with reference to the income tax declarations of the two years preceding that of the benefit application;
    b) pursuant to Directive 2004/38/EC, students who are members of a family of Italian or EU citizens or if, pursuant to  Directive 2003/109/EC, they are long-term residents. 
     
  •  The enrolments and the mobility of incoming students governed by specific agreements between the university and other Universities or Institutions may be subject to a different contribution to that for other study programmes at the University.
     
ISEE AND EQUIVALENT ISEE

Information concerning ISEE for services subsidised for the right to university education and ISEE Parificato (Equivalent ISEE)

The documents required for the CAF in order to obtain the ISEE PARIFICATO (Equivalent ISEE) are as follows:

1.      Tax Code

2.      Valid identity card or passport;

3.      Document stating the Family composition (members);

4.      Income of each family member for the year 2018;

5.      Proof of unemployment for any unemployed family members (if applicable);

6.      Declaration of property (real estate) owned by the family in the country of origin, including surface area in square metres;

7.      Proof of assets owned by the family (expressed in bonds, dividends, shares, fractions of net assets of any companies owned, etc.) within 31 December 2018.

8.      Any possibile incomes and assets owned in Italy;
